Audits and Data Analysis Division

The Audits and Data Analysis Division provides independent services to CalRecycles programs in the areas of auditing and data analysis.

The division comprises two branches:

  • Audits Branch
  • Data Analysis Branch

The Audits Branch plans and conducts comprehensive and complex investigations of beverage container manufacturers, importers, distributors, and retailers connected to the Beverage Container Recycling Program to ensure participant accountability. The branch determines when financial audits and investigations are warranted; audits books, records, and operations as necessary; interviews company employees and representatives; takes depositions and statements from witnesses; makes recommendations regarding the filing of accusations; gathers, assembles, preserves, and reports facts and evidence concerning violations; assists the
legal staff in the preparations of disciplinary cases; and works cooperatively with federal, state, and local public agencies.

The Data Analysis Branch supports local sustainability and policy efforts through the collection, management and analysis of data, trend analysis, and forecasting. The branch serves as an information clearinghouse for data about California’s recycling and waste streams, develops tools to help jurisdictions and state agencies more efficiently and accurately measure recycling facts and figures and disposal rates, and investigates the waste stream to provide data to jurisdictions, stakeholders and other decision makers. The branch assists in the development and implementation of measures to quantify the success of CalRecycle’s recycling and reuse programs and uses an integrated database system approach for evaluating possibilities for business-related data integration. The branch also processes claims forms and payments to the recycling fund.
