The California Department of Resources Recycling and Recovery (CalRecycle) will host a stakeholder workshop for participants in the covered electronic waste (CEW) recycling program and other interested parties to discuss potential regulatory changes within the program. The two main topics will include the following:


·         CRT Glass Management and the CEW Program
Historically, cathode ray tube (CRT) glass handled and/or treated in California under universal waste rules must have been recycled either via the manufacture of new CRTs or as a fluxing agent in lead smelting. The evolving marketplace for residual CRT glass and the disposition options created by new CRT management rules issued by the Department of Toxic Substances Control (DTSC) for the handling and treatment of CRTs and CRT glass in California raise questions about whether CalRecycle can or should continue to limit dispositions for residual CRT glass beyond ensuring compliant management under DTSC rules.


·         Designated Approved Collectors
The CEW program rules contain a provision that allows certain approved collectors to be designated by a California local government to provide CEW recovery services on behalf of the local government. In doing so, “designated approved collectors” are relieved of certain CEW collection log documentation requirements. This may allow for less burdensome CEW recovery activities, but also creates potential vulnerabilities in the CEW recycling payment system. Staff will be proposing enhanced requirements for the issuance and use of designations with the goal of improving the overall integrity of the program.

The format for the workshop is anticipated to include brief presentations on the topics, followed by facilitated discussion. Regulatory language will not be presented; instead, concepts will be outlined. Participants will be asked to address issues and make suggestions for program consideration.
