Statutes
The State Agency Buy Recycled Campaign (SABRC) is a joint effort between the California Department of Resources Recycling and Recovery (CalRecycle) and the Department of General Services (DGS) to implement State law requiring the Legislature and State agencies to purchase products containing postconsumer recycled-content material. It complements the efforts of the Integrated Waste Management Act (Public Resources Code 40000, et seq.) which was enacted to reduce the amount of waste going into California’s landfills.
In January 2006, a modification to SABRC statutes took effect. These modifications consolidated and updated existing laws for all State agencies. However, they have not affected the statutes that govern the Legislature.

Management Memoranda
Currently there are two State Administrative Manual management memos, summarized below, that affect all State agencies on the subject of buying recycled products. Management memos are issued by the DGS and are posted in full on the Office of State Publishing website.

06-08 California Gold Sustainable Carpet Standard

Establishes minimum requirements for material emissions, postconsumer recycled-content and end of life management for all carpets purchased by the State of California.
