Net Cost Report Training
for Approved Collectors and Recyclers:
A Web-Based Workshop--February 16 and 23, 2006
As the
Electronic Waste Recycling Act of 2003
(SB 20
and SB 50, Sher) is
implemented, workshops and trainings will be held to inform
and receive input from affected stakeholders and other interested parties.The California Department of Resources Recycling and Recovery (CalRecycle) held a web-based training for approved collectors and recyclers of covered electronic waste. The training allowed participants to learn from the convenience of their own desks; avoiding travel yet affording real-time interactive opportunities.
There were two training session opportunities covering the same material.
In this training session, instructors demystified the Covered Electronic Waste (CEW) Net Cost Reporting requirement. Instructors walked through the standard forms prepared by the Board to simplify the reporting process, provided examples and answered questions about what to include and how. All electronics waste collectors and recyclers approved under the California Electronic Waste Recycling Act of 2003 are required to submit these reports to the Board by March 1, 2006.

Format: Participants could text message questions during the presentation. Following the presentation, participants could text message questions or electronically raise their hand to talk directly with the presenter.
Presenters:
Edward Boisson, Senior Consultant with R.W. Beck, Inc.
For 18 years he has specialized in recycling industry development,
working across the country with a variety of government, private and
non-profit sector organizations. Ed has researched a range of different
recycling material markets and various collection and processing
approaches. In 2002, he supported the California Integrated Waste
Management Board's involvement in the National Electronics Product
Stewardship Initiative, and provided analysis to assist the Board in
evaluating early versions of SB 20, the State's electronics recycling
law. Ed was formerly the Executive Director of the Northeast Recycling
Council, and in the early 90s was a staffer to the California Integrated
Waste Management Board where he served for a time as Manager of the
Board's Policy Office and of the RMDZ Loan Program.
Greg Broeking, Management Consultant, R.W. Beck, Inc.
Mr. Broeking has over 25 years of advanced finance, accounting, and
auditing experience. His experience includes developing and implementing
competitive electric, water, and solid waste rate strategies, developing
short- and long-term financing vehicles, and conducting cost/benefit
analysis of major projects. Mr. Broeking joined R.W. Beck after serving
several years as the Public Utilities Financial Services Manager for the
City of Anaheim, California. He is a Certified Public Accountant.
Matt McCarron, Sr. Integrated Waste Management Specialist, CIWMB
Electronic Waste Recycling Program.
He has worked for the State for 15 years at Department of Toxic and
Substances Control and
Cal/EPA prior to the Board. Matt has been involved with the household
hazardous waste industry for 15 years. He has additional background
auditing, accounting and in real estate finance.
