Notice of Funds Available: Local Conservation Corps Grant Program (FY 2014-2015)

The application period for fiscal year (FY) 2014-15 is now closed.

The Department of Resources Recycling and Recovery (CalRecycle) administers a grant program to provide opportunities for the Local Conservation Corps to provide recycling services and implement litter abatement projects related to the collection and recovery of beverage containers, used oil, electronic waste, and waste tires.

Note: “RLC” followed by a number is the cycle code for the Local Conservation Corps Grant Program.

Criteria

Eligibility

Applicants

  • Local Conservation Corps (LCC) that are designated by a county to perform litter abatement, recycling and related activities and are certified by the California Conservation Corps (CCC) as having operated for a minimum of two years and as meeting all other criteria of Public Resources Code (PRC) section 14507.5 (a).

Projects

  • E-Waste:
    • E-waste recycling (if permitted)
    • E-waste collection
    • Education and Outreach
    • Provide event labor and staff resources in partnership with local jurisdictions
    • Surveying and research
  • Waste Tires:
    • Collection and hauling services (if permitted)
    • Clean-up events
    • Education and outreach
    • Provide event labor and staff resources in partnership with local jurisdictions
    • Fleet support for local businesses and of governmental agencies
  • Used Oil:
    • Establishing a Certified Collection Center
    • Certified Collection Center signage compliance
    • Hosting filter exchange event
    • Education and outreach
    • Partner with local jurisdictions
  • Beverage Container Recycling (activities have remained the same):
    • Operation of recycling center
    • Clean-up events
    • Education and outreach
    • Collection programs at businesses, schools, multi-family complexes, and large venues
    • Partnerships with businesses, local jurisdictions or government agencies to provide recycling services

Funding

  • $15 Million plus cost of living adjustment (COLA) is available for fiscal year (FY) 2014-2015.
  • The total amount of $20,974,000 is awarded from each funding source equally among 13 LCCs, with a reduced amount of $600,000 to the most recently certified LCC.

  • Procedures and Requirements

    Notice: These Procedures and Requirements are in draft form. Upon issuance of Grant Agreement, these Procedures and Requirements shall become final.

    The Department of Resources Recycling and Recovery reserves the right to make any necessary changes to the Procedures and Requirements prior to issuance of the Grant Agreement. Any such changes will be non-negotiable. In the event that any changes are made to the Procedures and Requirements, all Grantees will be notified as to what specific changes have been made.
