Blueprint Action Items

The Blueprint, more formally known as Building Better Buildings: A Blueprint for Sustainable State Facilities, was developed by the Sustainable Building Task Force and contains a 10-point plan to implement the Governor's sustainable building goal. Below is a description of the 10 recommended action items with links to specific tasks and key deliverables. An update on the accomplishments the task force achieved over the last several years can be reviewed by downloading the Blueprint 2003.

  1. Policies and Process. Modify the state's capital outlay process to ensure that the Governor's sustainable building goals are met and that appropriate projects are reviewed by the Sustainable Building Task Force.
  2. Capital Outlay. Incorporate life cycle costing, integrated design, commissioning, and post-occupancy evaluation into the state's capital outlay program.
  3. Standards. Develop cost-effective building performance, operation, and maintenance standards.
  4. Resources. Invest additional resources for full-scale implementation of sustainable building practices.
  5. Progress. Develop comprehensive annual reporting requirements to measure progress in implementing the state's sustainable building goal.
  6. Leadership. Develop "leadership buildings" to showcase sustainable building practices.
  7. Assistance and Training. Develop sustainable building technical assistance and outreach tools, including a training program for state departments, as well as local government and private sector partners.
  8. Incentives. Create programmatic, fiscal, and administrative incentives to facilitate the implementation of successful sustainable building approaches, including a Governor's sustainable building award.
  9. Leased Space. Implement guidelines to acquire leased space with cost-effective sustainable building features.
  10. Partnerships. Provide Task Force assistance to other federal, state, and local agencies in key infrastructure areas.
