Notice of Funds Available: Household Hazardous Waste Grant Program (FY 2008/2009)

Household Hazardous Waste (HHW) Grants are competitive grants for local governments to establish or expand HHW facilities or innovative HHW materials collection programs.

Submittal of an application constitutes acceptance of all Grant Agreement provisions as contained in the Terms and Conditions and Procedures and Requirements. You may download these documents.
Applications become the property of the CIWMB and are subject to disclosure under the Public Records Act. Do not submit confidential information.
Eligibility
Applicants
California cities, counties, and local agencies, including Indian reservations and Rancherias with direct responsibility for HHW management may apply. Commercial businesses and nonprofit groups are not eligible to apply for this grant, but may partner with a local jurisdiction on the delivery of program services. Each county may submit only one application for a competitive local/regional HHW project.
Projects
Statutory Priorities: Priority points will be given to applicants who:
- Establish new HHW programs for:
- Rural areas (county having a population of 200,000 or less).
- Small cities (population less than 35,000).
- Plan expansion of permanent HHW collection facility(ies) to accommodate increased universal waste and/or sharps collection.
- Establish a regional HHW program.
Program Criteria: Priority points will also be given to projects that:
- Construct sustainable HHW collection facility(ies), or
- Implement retail take back and Extended Producer Responsibility (EPR) programs and initiatives.
Bonus Points: Bonus points will be given to:
- Applicants who did not receive an HHW Infrastructure Grant during the 16th HHW Grant cycle (FY 2007/08).
- Applicants who did not receive an HHW Infrastructure Grant during the 15th and 16th HHW Grant cycle (FY 2006/07 and FY 2007/08).
All qualifying projects will be considered for funding. However, only projects related to one of the above statutory and/or program priorities will be considered for priority points.
Funding
Subject to funding availability and approval of the fiscal year (FY) 2008/09 Budget Act, the CIWMB anticipates that $5,000,000 will be available for FY 2008/09.
- $250,000 maximum award for a single jurisdiction applicant.
- $400,000 maximum award for multi-jurisdictional (regional) applicant.
Grant Term
The anticipated term of the grant is approximately three years. The official start date for each grant will be stated in a formal letter or "Notice to Proceed" (NTP) from the CIWMB. The beginning date will be no earlier than November 2008 and may be later based upon when the signed Grant Agreement form (CIWMB 110) is returned by the grantee to the CIWMB. All eligible expenditures must be completed by April 15, 2011.

Applications sent by U.S. Postal Service or a commercial delivery service should be sent by a means that allows for tracking by the sender and that provides an addressed and dated receipt. Failure to send the application in this manner is at the risk of the applicant and if delivery is delayed or the application is lost by the Post Office or delivery service, the burden is on the applicant to demonstrate timely mailing or delivery of the application.
