Notice of Funds Available: Household Hazardous Waste (HHW) Grant Program (FY 2014-15)

The application period for fiscal year (FY) 2014-15 is now closed.

The Department of Resources Recycling and Recovery (CalRecycle) administers the competitive Household Hazardous Waste (HHW) Grants to local governments to establish or expand HHW facilities or innovative HHW materials collection programs.

Applications become the property of the CalRecycle and are subject to disclosure under the Public Records Act. Do not submit confidential information.

Eligibility

Applicants

Eligible applicants for these competitive grants include cities, counties, Joint Power Authorities, and qualifying Indian Tribes with responsibility for solid waste management programs that reduce the amount of HHW disposed of at solid waste landfills. Eligible applicants may submit an individual or regional application.

Projects

All applicants must include one or more of the focus areas in their application to be eligible for this cycle:

  • HHW public education and outreach for general audiences (may include extended producer responsibility (EPR) information).
  • Implementation of new and sustainable EPR collection opportunities (e.g., retail take back or collection events of batteries or fluorescents).
  • Setup and operation of temporary or mobile collection program for one-day or multiday collection events.
  • Minor improvements to an existing HHW facility. (Examples include but are not limited to: storage bins, signage, painting, paving, shelving, etc.)
  • Purchase of personal protection equipment and/or 8-hour refresher Hazardous Waste Operations and Emergency Response Standards (HAZWOPER) training.

Funding

  • $1,500,000 available for FY 2014-15.
  • $50,000 for individual applicants per grant award.
  • $100,000 for rural area counties and/or regional and multijurisdictional applicants per grant award.

  • It is the applicant's responsibility to check the Q&A web page regularly to ensure that they are aware of all program details.

May 29, 2014 Secondary Due Date: Resolution and Environmentally Preferable Purchasing and Practices (EPPP) Policy
  • If the resolution is not submitted with the application: The approved resolution must be uploaded in GMSWeb by this date.
  • If the applicant does not have an EPPP Policy at the time of application: An EPPP Policy must be adopted and notification must be uploaded in GMSWeb by this date.
July 15, 2014 Grants Awarded
CalRecycle considers funding recommendations, and if approved, conditionally awards grants during this month (tentative).
March 29, 2017 Grant Term
Grantee may incur costs from after the issuance of the Notice to Proceed to this date.
March 29, 2017 Deadline for:
Final Progress Report, final Payment Request and Request for 10 percent withhold.
