Subject: Resolution 2002-02--Burn Dump Advisory and Work Group

Dear Ms. Nauman and Mr. Avera:

On March 24, 2002, the EAC discussed the inconsistent and inadequate direction available for dealing with the remediation of burn dump waste sites. As a result of that discussion, the EAC passed Resolution 2002-02. This resolution recommends and requests that the CIWMB revive the LEA Advisory 56 Burn Dump Work Group with the following goals and objectives:

  • Establish clear lines of authority and responsibility between the Cal-EPA State and local agencies relative to the land-use distinctions identified in the DTSC's draft Burn Dump Remediation Lead Agency Determination matrix, dated May 10, 2001.
  • Address the deficiencies in LEA Advisory 56 in terms of the health-based risk assessments and public participation components of the process.
  • Develop statewide standards and remediation goals for solid waste burn site clean ups.
  • Allow for valuable technical input by adding representatives from the Office of Environmental Health Hazard Assessment (OEHHA) and the EAC to the work group.
