Enforcement Advisory Council Meeting

CIWMB Partnership Issues from Enforcement Advisory Council Meeting

Permitting and Plans

CIWMB

  • We have a different point of view from LEAs on what is broken.
  • Inconsistencies in the permit process – too many variations throughout the state.
  • LEAs up through the Board
  • Re-evaluation of Tiers “We’re giving up what we don’t need to give up, with no replacements”.

Different schedules and conformance finding process hinders permit process.

Regulations

CIWMB

  • Waste Board takes way too long to make equitable decisions, plans, etc.
  • Follow-up with training after regulations are developed – web based training.

Inspections

CIWMB

  • Statewide consistency – closure plans, permits, RFI
  • Consistency with LEAs
    • Overuse of area of concern
    • Avoiding the notice of intent
  • Enforcement needs consistent basis of issuance

Methodology to resolve issues or differences.
State Inspectors should be empowered to make decisions.

Enforcement

CIWMB

  • Appeal process too cumbersome/confusing.
  • Lack of easily accessible enforcement; we need more tools/info/examples.
