Dear Mr. Walker:

The Enforcement Advisory Council (EAC) met on January 30, 2003 and passed Resolution 2003-02. This resolution identifies two issue statements: one on regulation development, and; the second on permitting. Before, during and after the Partnership 2002, LEA/CIWMB Conference at Squaw Creek, Lake Tahoe, LEA’s throughout the State responded to a survey identifying needs or concerns to various aspects of LEA duties and communication with CIWMB staff and Management.  Many of the responses indicated the working relationship between LEAs and CIWMB is very good, and other identified areas that need improvement. The EAC looks forward to working with CIWMB staff and Management, and CCDEH Solid Waste Policy Committee in identifying, addressing, and solving issues in several areas of our working relationship.

Resolution 2003-02

The EAC adopted resolution 2003-02 voting to approve the attached issue statements. The issue statements for permitting and regulation development are summaries of the concerns stated by a majority of the LEAs in the state, as identified in the LEA survey responses received prior to, in conjunction with and after the Partnership 2002 Conference. Permitting and regulations development were identified by LEAs as the major areas of the LEA/CIWMB working relationship that need to be addressed, discussed, and solved as deemed appropriate by the Partnership working group. Please consider and respond to the following as the EAC agreed this process will move the LEAs, CIWMB and California Conference of Directors of Environmental Health Solid Waste Policy Committee (CCDEH SWPC) toward addressing and solving the concerns as stated above and in the attached issue statements:

  • Review and consider the attached issue statements for 1) permitting, and 2) regulation development.
  • CIWMB staff and management prepare issue statement identifying needs that the LEAs or Partnership workgroup can address, many of which were identified at the 2002 Partnership Conference.
  • Recommend a means of reconvening or implementing a new Partnership workgroup comprised of EAC Member(s), CIWMB staff/management, and CCDEH SWPC Member(s) that will be agreed upon by all members.
