Dear Mr. Levenson:

The Enforcement Advisory Council (EAC) met on June 19, 2003 and passed Resolution 2003-05. The EAC discussed the issue of odor complaints received at compost facilities. Odors may be a nuisance, but the Council also brought up the subject of adverse health affects. LEAs get many phone calls regarding questions on whether the compost odors can be detrimental to the health of persons who inhale or even think they will have an adverse health issue of compost odors. EAC requests that a review of research projects or information available in guiding LEAs in cases where compost odors are or are not detrimental to a person s health. Depending on what is revealed in the research and review of the subject, the conclusion could be included in an LEA Advisory that would outline the research conducted, and the background, and or direction to the LEA.
