Notice of Funds Available: Illegal Disposal Site Abatement Grant Program (FY 2016-17)

The fiscal year (FY) 2016-17 grant application is now closed.

Widespread illegal dumping of solid waste adversely impacts Californians in many ways. Properties on which illegal dumping occurs lose economic value; create public health and safety and environmental problems; and degrade the enjoyment and pride in the affected communities. Abandoned, idled, or underutilized properties due to unauthorized dumping impact what were once the sources of economic benefits to a community. Many such properties have been abandoned or have owners who are unable or unwilling to pay the costs of cleanup. This program provides financial assistance in the form of reimbursement grants up to $500,000 to help public entities accelerate the pace of cleanup, restore sites, and turn today's problems into tomorrow's opportunities.

Eligibility

Applicants

California Labor Code section 1782 prohibits a charter city from receiving state funding or financial assistance for construction projects if that charter city does not comply with Labor Code sections 1770-1782. If any applicants or participating jurisdictions are charter cities or joint powers authorities that include charter cities, the lead participating jurisdiction must certify that Labor Code section 1782 does not prohibit any included charter city from receiving state funds for the project described in this application. More information can be found on CalRecycle’s California Labor Code section 1782.

Eligible applicants include public entities, including counties, cities, districts, state agencies, and Joint Powers Authorities.

Projects

Eligible projects include solid waste cleanup project sites where cleanup is needed to protect public health and safety and/or the environment within the applicant’s jurisdiction.

Funding

$1,000,000 was available for the 2016-17 fiscal year ($500,000 maximum per grant award). Normally, there are three cycles per fiscal year; however, all the funds were awarded in the first cycle, which closed September 6, 2016. The remaining two cycles have been cancelled as there is no funding remaining for this fiscal year. Please check back in July 2017 for the next cycle.

Procedures and Requirements

Notice: These Procedures and Requirements are in draft form. Upon issuance of Grant Agreement, these Procedures and Requirements shall become final.

The Department of Resources Recycling and Recovery reserves the right to make any necessary changes to the Procedures and Requirements prior to issuance of the Grant Agreement. Any such changes will be non-negotiable. In the event that any changes are made to the Procedures and Requirements, all Grantees will be notified as to what specific changes have been made.
