Revised LEA Evaluation Procedure

I am sending you the Permitting and Enforcement Division’s Local Enforcement Agency program evaluation procedure package. Thank you for your patience while we worked on revisions to this process. The main components of the evaluation procedure are as follows:

We’ve also included the internal CIWMB Branch Responsibilities for LEA Performance Assistance flowchart for informational purposes only.

The evaluation process was revised based on input from a workgroup of participants from LEAs, CIWMB management and staff. The workgroup identified the following issues that were, for the most part, addressed in the revised evaluation procedure: 

• The evaluation report did not adequately stress/mention positive aspects of LEA program/performance
• Division Staff do not consistently provide issues of concern to LEAs as they happen
• The evaluation period was not clearly identified
• The evaluations are not consistent statewide
• The evaluations should not be used as a threat or political tool
• The evaluation process is cumbersome and bureaucratic
• The LEA took too much time dealing with evaluation related tasks
• Old issues came up which were never brought to the LEA’s attention

At this time, we have developed a 6-month schedule (attached) to initiate the next cycle of evaluations. LEAs scheduled to be evaluated include those whose prior evaluations concluded approximately three years ago. Staff will be sending notification letters at least thirty days in advance of the upcoming evaluation of your jurisdiction.
