Local Enforcement Agency (LEA) Grant Agreement Expenditure

Date: October 16, 2000
To: All Local Enforcement Agencies
From: Sharon Anderson
LEA Grant Program Manager
California Integrated Waste Management Board

A number of questions have arisen regarding the expenditures of LEA Grant funds. In order to provide all LEA Grantees with the information needed to fulfill the requirements of this Agreement, a clarification of the LEA Grant expenditures is provided below.

The term of the LEA Grant Agreement is from June 30 to June 30. All LEA Grant funds must be spent within this time period. Any unspent funds shall be returned to CIWMB at the end of the term. Exceptions to this requirement may be considered, on a case-by-case basis. If the Grantee has ordered goods or services by the end of the third quarter (March) of the grant period, the Grantee may submit a written request to extend the grant term. The LEA Grant Manager must approve the request in writing.

When claiming LEA Grant funds were used for employee salaries, the grantee must certify that only direct charges have been made for employee salaries and benefits and that no overhead costs are included.

If you have any questions regarding the LEA Grant process, please call Elaine Novak at (916) 341-6380.
