I would like to take this opportunity to share with you, our LEA partners, a little about my values and general philosophy as the new Chair of the Integrated Waste Management Board. First, I want to thank all of you for your diligent efforts to enforce state solid waste and waste tire statutes and regulations and for all you do to protect public health, safety, and the environment.

As a former teacher, mayor, city council member, and California Coastal Commissioner, I strongly support partnership efforts among public agencies and the constituents we serve. Some of the values that I bring to this office are a belief in promoting a working environment that supports open communication and trust, team building, customer and public service, integration and participatory decision making, leadership development, and innovation. Like you, I also am committed to public health, safety, and environmental protection.

The new Board will be working closely with you to address the top policy issues facing us. I am looking forward to working in collaboration with the Environmental Health Director's Solid Waste Policy Committee, the Enforcement Advisory Council, and the LEA community to identify and resolve top policy issues, with the goal of going beyond compliance and working towards environmental excellence. As an example, the Board is hearing an item on the conformance finding policy at its August 22-23 Board meeting in Fountain Valley to bring resolution to the issue.

Drawing on my experience in local government, I have been working with the Board and staff to open up our pre-Board meeting process. As a result, we are initiating a one-day, open public briefing on our agenda starting in August. We will regularly schedule a publicly noticed briefing the Wednesday prior to our monthly meeting. Details about this process will be posted on our Web site at the following location: http://www.calrecycle.ca.gov/Archive/IWMBMtgDocs/. I would like to invite you to attend and participate in the presentation of your item(s) along with our staff; however, your attendance is not required.

I also wanted to let you know that I have met with Mel Knight and Justin Malan and will be spending some time out in the field with our Sacramento County LEA. This will help me to better understand your important work.

I hope to see you all at the conference. I am looking forward to getting to know each of you individually and to having the opportunity to hear your perspectives on the many important issues we face together.
