Availability of Two (2) LEA Grants for Grant Term June 30, 2002 to June 30, 2003

In the past, the Notice of Funds Availability (NOFA) for the Local Enforcement Agency (LEA) Grant was sent to all LEAs in mid-February, with the last working day in May serving as the final date for submittal of applications. This notice is to inform you that for the upcoming LEA Grant term, there will be two (2) LEA Grant cycles available. 

Why is the CIWMB offering two (2) LEA Grants in one year?

This process is being undertaken in order to adjust our LEA Grant timelines with the State of California fiscal year budgetary timeline.

How will it work?

  1. Currently, we are in the eleventh LEA Grant cycle (EA 11). The term of this cycle is June 30, 2001 to June 30, 2002. All LEA Grantees have received their advance of 90% of the EA 11 grant award. After July 1, 2002, Grantees may submit their final accounting and payment request for the remaining 10% of the EA11 grant award.
  2. In mid-January 2002, two (2) separate NOFAs and applications will be sent to all LEAs, encompassing the EA12 and EA13 grant cycles. These packages will be similar to previous years’ packages with the exception that they will be color-coded for ease in recognition.
  3. The LEA will complete each package as an individual unit. Since a resolution is required from the governing body, only one resolution, which addresses both grant cycles, will be needed.
  4. Each application package will be returned to the LEA Grant Program by the last working day in April and will be assigned a unique number for the EA12 and EA13 grant cycle.

    a. The term of the EA12 Grant cycle is from June 30, 2002 to June 30, 2003. Eligible applicants may expect to receive the 90% advance in July or August 2002.

    b. The term of the EA13 Grant cycle is, also, from July 1, 2002 to June 30, 2003. Eligible applicants may expect to receive the 90% advance in August or September 2002.

After July 1, 2003, Grantees should submit their final accounting and payment requests for the remaining 10% of the EA12 and EA13 Grant.

What does this mean to the LEA Grantee?

  1. Since the term of the Grant Agreement for both, the EA12 and EA13 Grant cycle is the same, only one resolution from the Grantee’s governing body will be required.
  2. For the 2002-03 fiscal year, the Grantee will receive two LEA Grant awards. The Grant funds must be spent during this term. Any unspent funds shall be returned to the CIWMB. Therefore, the Grantee may want to plan for larger purchases that previously may have been unaffordable through the LEA Grant. 
  3. This is a one-time event for the 2002-03 fiscal year.
