3. Health and Safety Class on Worker Safety at Solid Waste Facilities

In 1999, CIWMB entered into a Memorandum of Understanding (MOU) with Department of Industrial Relations, Division of Occupational Safety and Health (DOSH) regarding LEA referral of safety incidents to DOSH. In 2000, AB 1127 was enacted. It states that all government agencies will get higher priority (similar to an employee complaint response) when referrals are made to DOSH.  This statute superceded the MOU. The MOU was rescinded. Now, a serious issue will be responded to within three days – less serious, within 14 days if an LEA sends a signed referral to the local DOSH office.

LEAs have reported a need to clarify the current DOSH referral process, discuss what works in various DOSH regional offices and develop options to deal with cases of observed unsafe work practices at solid waste facilities such as “walking on waste” at landfills or walking inside transfer trucks. CIWMB plans to offer a class on this topic to facilitate such discussions.
