Clean-Up of Advisory Web Page

This all LEA E-mail was sent on behalf of the LEA Support Services Branch of the California Integrated Waste Management Board and Brenda Saldana.

Some of you may have noticed that we have been refining the LEA Advisory web page. What began as an effort to ensure that all of the attachments are accessible online, has progressed into a larger project to "clean-up" the advisory web page and rescind irrelevant or incorrect advisories. Our first phase was to identify advisories that contained incorrect information or dated information that was no longer relevant. This resulted in seven (7) advisories rescinded on January 15, 2002. Below is a list of those seven advisories along with the reasons for rescission:

#2--1992 Legislations Impact Existing Waste Program
Advisory was written in 1993 to introduce a number of legislative bills that were passed in 1992. The information is now outdated.

#3--SIP for Investigating CIA Sites
Advisory contains inaccurate information. It was written in 1993 prior to subsequent changes in statute and regulations and Board procedure. The basics of how to inspect and/or investigate CIA type sites are contained in the recently completed CIA web pages.

#7--Subtitle D Questions & Answers
Advisory was written in 1993 to share information on subtitle D workshops that were held at the time. The information is now outdated. The current requirements are available in regulations.

#8--General Guidance for Implementing AB 1220 in the Regulation of Solid Waste Disposal Sites
Advisory was written in 1994 to give conceptual guidance to implementing AB 1220. Now that the implementation of AB 1220 is fully integrated into solid waste permitting and enforcement business practices, the information is no longer necessary in an advisory format.

#9--Solid Waste Ranking System User Guide: SIP Part II
Advisory contains inaccurate information. More accurate information is available on the recently published CIA website.

#35--Deletion of Requirement for Prevent or Substantially Impair Finding for Solid Waste Facility Permits During the Gap Period
Advisory provided guidance during the "gap" period which no longer applies. All jurisdictions have submitted CIWMPs.

#37--Small Dry Landfills-Delay of Subtitle D Compliance Date
Advisory provided information on RCRA Subtitle D compliance date revisions. All compliance dates have passed; therefore, the advisory is obsolete.

It is also important to note, with on-going development of the P&E web page, much of the information previously found in the advisories is now "housed" and maintained as part of various web pages (such as the CIA web page and the Permit Toolbox).
