New Board Committee Structure and Meeting Dates

This all-LEA e-mail was sent on behalf of Julie Nauman, Deputy Director of the Permitting and Enforcement Division and the LEA Support Services Branch of the California Integrated Waste Management Board (CIWMB).

The Permitting & Enforcement Committee will hold its first meeting on Monday, April 8, 2002. All Permitting and Enforcement Division agenda items will be discussed at the committee meeting and LEAs with items being heard by the Board in April are encouraged to attend.

Committees have been established to better meet the needs of the Board, LEAs, and other stakeholders. The committee structure will allow more time for in-depth, three-way discussions between Board members, CIWMB staff and all stakeholders. Additionally, the new committees should help the Board meetings to be more efficient with increased non-controversial items on consent and more time for discussion of high profile, critical items. LEA input and feedback on the committee structure and its proceedings are welcome.

The committees will have an opportunity to hear each of the items from the corresponding Division. They will form a recommendation and vote (if a vote is required). If a consensus is reached, items may be placed on consent. If there is a 2-2 vote or no consensus is reached, then the item would be heard by the full Board without a committee recommendation. If a committee votes to put an item on the consent calendar, any Board member may pull an agenda item off consent subsequent to the Committee Meeting.

Committees meetings will be publicly noticed and open to the public. Committees are intended to have informational, discussion, and consideration of items, in a more informal setting. A court reporter will record and provide complete transcripts of all committee actions.

The committees, membership and meeting schedule for April are identified below.

There will be four members on each new committee, while the Budget and Administration Committee will continue to have three members.

Diversion, Planning & Local Assistance (DPLA) Committee

Committee Schedule:

To assist with scheduling, standing committee meetings will be regularly scheduled in the week prior to the Board meeting. This will allow LEAs, other stakeholders and CIWMB staff to know when and where their items will be heard each month. In the event that a committee has no pressing items, the meeting could be canceled. The following calendar shows the proposed schedule for April.
