Newcastle Disease Contingency Planning

The California Department of Food and Agriculture (CDFA) and the United States Department of Agriculture continue to fight the spread of Newcastle Disease in southern California. So far the disease has affected only backyard operations that have had a relatively small number of birds. In total, CDFA has destroyed over 30,000 birds. CDFA disposed of all of the destroyed birds in permitted solid waste landfills in Los Angeles and Riverside counties.

Should the disease spread to commercial operations, the number of birds could increase dramatically. CDFA is asking that the Integrated Waste Management Board and Local Enforcement Agencies assist with contingency plans should the disease spread. Disposal options being considered include rendering and burial on agricultural property, but disposal in permitted solid waste landfills continues to be the primary option.

CDFA supplied the list below of potential disposal sites. They are asking that we affirm whether each of the listed facilities would be viable (i.e., are there any restrictions on the receipt of dead birds, such as permit terms or conditions, local ordinances, etc.). At this time the Governor has not declared a "State of Emergency" and no local jurisdiction has declared a "Local Emergency", which could trigger the use of emergency waivers pursuant to 14 CCR 17210-17210.9. This could change if commercial operations are affected, but for now, CDFA is asking that we affirm the viability based on normal operation (i.e., no declared emergency).

Please review the list of landfills in your city/county and affirm whether each is a viable option. Also, please note any viable landfills not listed. It is not necessary that you contact each operator, but our experience with this outbreak over the last 12 weeks has shown such communication to be beneficial. IWMB staff may have already consulted with you or your staff regarding this request.
