This all LEA e-mail was sent on behalf of Scott Walker, Acting Deputy Director of the Permitting & Enforcement (P&E) Division and the LEA Support Services Branch of the California Integrated Waste Management Board. These Board and P&E Committee Meeting summaries will be sent after each Board and P&E Committee Meeting.

Permitting and Enforcement (P&E) Committee Meeting: Wednesday, September 4, 2002
Board Meeting: September 17 & 18, 2002

Board and P&E Committee Meeting Summary:

  • The P&E Committee proposed five solid waste facility permits for consent and the Board approved.
  • The Board Chair directed staff to revise the Transfer/Processing of Construction And Demolition/Inert Debris (Phase I) Regulations to incorporate the staff recommendations as proposed in the agenda item.  Many industry stakeholders presented comments at the Board meeting on this item. This item will return to the Board in November for consideration for approval to begin the next formal comment period.
  • Due to time constraints, the Board directed staff to return in October with the discussion of the revisions to the proposed draft regulations for Alternative Daily Cover and the request to begin the formal rulemaking by noticing a 45-day public comment period.
  • The informational report to the Board on Enforcement Orders issued by Local Enforcement Agencies was well received.
  • The P&E Committee will hold a workshop at the November meeting on the Board’s Strategic Plan.
  • This was Board Member Sal Cannella’s first Board meeting. Mr. Cannella replaced Senator Roberti on the Board. 
  • The next P&E Committee meeting is on Monday October 7 and the next Board meeting will be on October 15-16 in Sacramento. The P&E Committee and Board meetings are being audio broadcast and are available from almost any personal computer with Internet access, go to  http://www.calrecycle.ca.gov/ and click on the far right link under "More Resources" titled "Broadcasts".
