Date: January 18, 2002 To: All Local Enforcement Agencies The California Integrated Waste Management Board's (CIWMB) Permitting and Enforcement Division is pleased to announce the launch of the Permit Application Submittal Schedule (PASS) pilot program. At its December 2001 Meeting, the Board approved a pilot program implementing a calendar approach to permit document submittal. The agenda item can be viewed on the Board's web. The pilot program will assist the CIWMB in developing data in an ongoing effort to improve the permit process. The pilot program will focus on submittal timeframes for permit documents that will assure that agencies involved in the permit process will have nearly all of their allotted regulatory review and decision making timeframes available to them. The Board indicated that they expect all Local Enforcement Agency (LEA) jurisdictions will agree to participate in the pilot and that CIWMB staff will provide regular updates regarding the program during the year. In order to comply with the PASS pilot program, operators and LEAs should submit permit documents consistent with an annual calendar based on the permit timeframes and the Board meeting dates. The pilot will continue to allow the existing flexibilities in the permit process as described below. The initial key focus is on assuring the CIWMB will have close to the 60-day timeframe for full permits. The following is a description of the pilot program including the new expectations of owners and operators under the program.
The following is the schedule for full permit application and proposed permit submittal for 2002. These dates reflect the maximum timeframes. As indicated above the timeframes are flexible and with a written request may be shortened or lengthened. Full Permit Schedule for Pilot Program
CIWMB staff recognizes that many LEAs currently work diligently to coordinate with the Board on processing permits. This cooperation is greatly appreciated.
