Construction/Demolition and Inert Debris Resource Compact Disc Available

Date: November 16, 2003

To: All Local Enforcement Agencies

This all LEA email was sent on behalf of the LEA Support Services Branch of the California Integrated Waste Management Board and Permitting and Inspections Branch.

A "CDI Resource CD" has been prepared by the staff of the Permitting and Enforcement Division to help LEAs understand the new Construction, Demolition and Inert Debris (CDI) Processing Regulations and how to apply these regulations to various types of site operations and facilities. One compact disc (CD) will be mailed to each LEA jurisdiction. This CD contains ~ 43 Megabytes of data. While this information will be posted on the CIWMB web at a later date, LEAs can now access this information by using the "CDI Resource CD" and then visit the CIWMB web site for updates. The attached Word document lists whom will receive the CD in each jurisdiction. Any LEA who wishes an additional "CDI Resource CD" may request it via email from me.

For additional information related to the CDI Regulations, please visit the following web pages:

  1. Current Regulation and History
  2. Regulation Concept for Phase II: Application of CDI Regulations to the Regulation of Other Solid Wastes
  3. List of CIWMB staff contacts for each jurisdiction

The CIWMB is working to bring interested parties together to facilitate implementation of these new regulations. Additional discussions for LEAs will be scheduled at the CIWMB/LEA Roundtables in January 2004. In addition, both the Phase I and Phase II CDI regulations are scheduled to be discussed during the January or February meetings of the Permitting and Enforcement Committee and the CIWMB Board Meeting. The CDI regulations will also be discussed at the 7th Annual LEA/CIWMB Conference on March 10 - 12, 2004.

The CIWMB will offer individualized training to LEAs and other interested parties, if such training is requested. This training is currently available, but is subject to request and availability of trainers. LEAs will be required to identify and arrange for the training location, dates, target audience, and a minimum of 10 confirmed attendees is required. Please contact me by e-mail to make your request.

If you have any questions on the current Phase I CDI regulations, contact the Permitting and Inspection staff assigned to your jurisdiction. Comments or questions on the Phase II CDI regulation developments should be directed to Robert Holmes at (916) 341-6376.
