Date: January 24, 2003 To: All Local Enforcement Agencies This all LEA e-mail was sent on behalf of Allison Spreadborough, Leslee Newton-Reed and the LEA Support Services Branch of the California Integrated Waste Management Board (CIWMB). This e-mail replaces the all LEA e-mail that was sent to you this morning. Staff of the Permitting and Enforcement Division request your assistance by 1/31/2003 to identify all construction and demolition (C&D) and wood chipping and grinding sites in your jurisdictions that have accumulated 1500 tons or more of wood and or C&D waste on site. This information will help both the LEA and Board staff in the following ways:
Please provide the following information by January 31, 2003:
Staff is interested in C&D processing sites that have been considered to be "nontraditional" because they handle C&D debris and/or chip and grind wood (this includes sites that accept green waste along with their C&D wood) and that also have an accumulation of 1500 tons or more of wood and or C&D waste on site. The 1500 ton limit is used because this is a equivalent to the amount that could be accumulated at a facility in the proposed C&D regulations. Please reference the formula at the end of this document for help in pile size determination. In the next several months staff will ask for more detailed information on the larger universe of nontraditional sites that will be subject to the new C&D regulations, including smaller sites, sites without accumulations, and inert processing sites. Example: The pile is 20 feet high X 40 feet wide X 253.1 feet long. This equates to about 202,479 cubic feet/27 cubic feet per cubic yard = approximately 7500 cubic yards.
Example: 7500 cubic yards of wood X 400 pounds per yard (unchipped wood debris) = 3,000,000 pounds/2000 pounds per ton = 1500 tons Please don’t hesitate to contact Allison or Leslee if you have any questions regarding this request. Thank you, |
