June Permitting and Enforcement Committee and Board Meeting Summaries

This all LEA e-mail was sent on behalf of Howard Levenson, Deputy Director of the Permitting and Enforcement Division and the LEA Support Services Branch of the California Integrated Waste Management Board. These summaries will be sent after each Board and P&E Committee Meeting.

Permitting and Enforcement (P&E) Committee Meeting: Monday, June 9, 2003
Board Meeting: June 17 - 18, 2003

Summary of Board and P&E Committee Meetings:

  • The Board approved the clean up of five sites under the Solid Waste Disposal and Codisposal Site Cleanup Program.
  • The Board approved $2,641,000 for the contract to clean up the Archie Crippen Excavation Illegal Disposal Site. The funding will be divided into $1,641,000 for the clean up and $1,000,000 to be held for additional emergency fire costs should it be needed.
  • The Board concurred in ten solid waste facility permits. Seven permits were on the consent calendar. Three permits went to the full Board, two because the CEQA process had not been completed prior to the Committee hearing and the other because it concerned the largest landfill in California, Puente Hills Landfill.
  • The Board approved the contract concept and conditionally approved the State Water Resources Control Board as contractor for the sampling, characterization and identifying the source of radionuclides in landfill leachates and groundwater. (The scope of work will be before the Board for consideration of approval at the July Board meeting.)
  • Darryl L. Petker presented to the Board an update on the status of the Manager of Landfill Training Pilot project, which is being conducted in Partnership with SWANA. The presentation lasted less than 15 minutes and after a brief discussion it was suggested that Darryl return to the Board later this year with suggestions for further direction. The Pilot Project is in the third year of its four-year agreement and is working at obtaining certification for Landfill Managers, LEA & CIWMB Inspectors, and industry partners or stakeholders.
  • This was the first month that the Board used its new committee structure.
  • The next P&E Committee meeting will be held at 1 p.m. on July 7, and the next Board meeting will be on July 15-16 in Sacramento.
  • Staff conducted another workshop on the proposed Alternative Daily Cover Regulations on June 23 in Southern California. The previous workshop was held on June 9 in Sacramento.
  • The P&E Committee and Board meetings are being audio broadcast and are available from almost any personal computer with Internet access.
