October Permitting and Enforcement Committee and Board Meeting Summaries

This all LEA e-mail was sent on behalf of Howard Levenson, Deputy Director of the Permitting and Enforcement Division and the LEA Support Services Branch of the California Integrated Waste Management Board. These summaries will be sent after each Board and P&E Committee Meeting.

Permitting and Enforcement (P&E) Committee Meeting: Monday, October 6, 2003

Summary of Board and P&E Committee Meetings:

  • The Board concurred in six full solid waste facility permits, four were on the consent agenda. One permit was pulled. There was discussion on whether tonnage limits must be specified on the permit as well as identified in governing permit documents. The Board asked staff to review the requirements and possibly draft regulations to clarify tonnage specifications for permits.
  • The Board heard a presentation of the draft Phase I report of the Landfill Facility Compliance Study. Phase I is a cross-media inventory and assessment of the environmental performance of 224 municipal solid waste (MSW) landfills from 1998 through 2001. Phase 2 will be an assessment of current MSW landfill regulatory effectiveness in protecting the environment.
  • The Committee adopted the revised Alternative Daily Cover regulations and the negative declaration. Staff will submit the rulemaking package to Office of Administrative Law (OAL) for adoption after completing all the necessary paperwork. CIWMB anticipates that the regulations will be effective in Winter 2004.
  • The next P & E Committee meeting will be held at 1 p.m. on  November 3, and the next Board meeting will be on November 18-19 in Sacramento.  Before the P&E Committee meeting, on the morning of November 3, staff will conduct a workshop on Post-Closure Maintenance Period and Financial Assurances for Post-closure Maintenance.
  • The P&E Committee and Board meetings are being audio broadcast and are available from almost any personal computer with Internet access.

10 Revised SWFP for the Bass Hill Landfill in Lassen County Concurrence for a full SWFP. Discussion on whether tonnage limits must be specified on the permit as well as identified in governing permit documents.
