February Board Meeting Summary

This all LEA e-mail was sent on behalf of the LEA Support Services Branch of the California Integrated Waste Management Board (CIWMB) and Howard Levenson, Deputy Director Permitting and Enforcement Division.

Permitting and Enforcement (P&E) Committee Meeting: February 10, 2005

Summary of the Board and P&E Committee Meetings on items of possible interest to LEAs:

  1. The Executive Director reported that the severe weather resulted in a number of local emergencies being declared throughout Southern California. Local Enforcement Agencies issued emergency waivers for nine landfills and two transfer processing stations in Southern California. The temporary emergency waivers allowed facilities to temporarily exceed volumes, extend hours and/or accept additional waste types to assist with emergency clean up efforts. All emergency waivers were consistent with State standards.
  2. The Board concurred in three full solid waste facility permits. Two of the permits were on the consent agenda.
  3. The Board approved two new illegal site clean up grants pursuant to the Solid Waste Disposal and Codisposal Site Cleanup Program to remediate environmental problems in Sacramento County and the City of Barstow. The amounts proposed for the two grants are $500,000.00 and $498,891.50, respectively. The unencumbered balance remaining in the Solid Waste Cleanup Trust Fund is low. New grant/loan applications will be accepted however; applicants will be informed that there is no guarantee of funding in this fiscal year in order to assure that funds are available if needed for emergency responses or other high priority Board-managed projects. If this is the case, staff will work with applicants to ensure that their applications are considered in the first cycle of next fiscal year.
  4. The 2003 Waste Characterization Study was presented to the Board. The data on California’s waste stream is essential for solid waste planning and market development and to accomplish the Board’s stated mission to reduce waste and promote the management of all materials to their highest and best use. The 2003 waste characterization data shows that about 20 percent of California’s disposed waste stream is recyclable, almost 25 percent is compostable, and about 16 percent is recoverable construction and demolition material. Board staff will use the study to develop an action plan to further reduce the amounts of wastes disposed. The action plan will be brought to the Board for direction.

Board meeting will be on March 15 -16, 2005 in Sacramento. The P&E Committee will meet on Monday March 7, 2005 at 10 a.m.
