New Inspection and Enforcement Web Site

To: All Local Enforcement Agencies

This all LEA e-mail was sent on behalf of Bernie Vlach, Manager, Facilities Operations Branch of the California Integrated Waste Management Board (CIWMB).

The CIWMB is proposing that LEA inspection and enforcement information (including the Inventory) be made available for you and the public on its Internet web site, and we need your help. Before the web site is made more widely available, please look it over and give us your feedback. Some of you may have already seen this web site as beta testers, but we hope you will take another look as some significant changes were made based on your comments. We're asking that you not only look over the format of the web site, but the data as well.

Please follow the link below to test the web site and view the information for any jurisdiction:

  • On the Home Page please pay particular attention to the option "Search Facility Database" where you can select a single facility to review by including the SWIS number or Facility Name, or
  • You can select a set of facilities based on criteria, e.g., a particular county, landfills only etc.
  • If you selected a set of facilities, then click on one of the highlighted SWIS numbers to get to the new enforcement and inspection tabs for that site.
  • Select one of these new tabs (Inspections or Enforcement) to see either the inspection or enforcement information that is available for that site.
  • Click on an inspection date to see the inspection details, including any comments, for a particular inspection.
  • A data dictionary is also available for acronyms or unfamiliar terms.
  • Back on the Home Page; follow the "Inventory" link which provides a separate listing of "facilities violating State Minimum Standards". The inventory initially shown will contain data for the current date, but you can select a prior date to see what the "Inventory" looked like then.

Even though the Webpage is not yet published, please note that the data you'll be viewing is not test data; it's the real thing. Even so, we intend to add a disclaimer to the Home Page that the system reflects historical information and that the current status of any inspection or enforcement action may have changed, and that change may not yet be reflected in the system.

Especially take the time to look over the enforcement records that are included in the SWIS for your jurisdiction. I'm aware that there are records for over 100 enforcement actions that probably have been satisfied, but still show some other status. Please help us update this out-of-date information before the web site goes public.

If you see any errors or omissions, or have other comments about this proposed web site please report them to Bernie Vlach. We hope that you will have a look and request any changes before May 20, 2005. We will make the necessary changes and hope to have the web site available for your use by June 1, 2005. Skip Amerine will be available at the LEA Conference next week to answer any of your questions.
