Summary of the Board and P&E Committee Meetings on items of possible
interest to LEAs:
- Proposed Rule for Odor Control (PR 410): Last year the South
Coast Air Quality Management District (SCAQMD) proposed
a prescriptive regulation to control odors at transfer stations and material
recovery facilities (MRFs),
one that in most instances would require enclosure of existing and planned
facilities. While recognizing that odors at these facilities can be a
problem, industry representatives and CIWMB staff felt that the proposed
prescriptive regulatory approach did not provide the appropriate level of
control and was not flexible enough to address site-specific differences.
The SCAQMD has been working with the CIWMB and industry and held another
working group meeting on July 26, 2006 in Diamond Bar during which SCAQMD
distributed revised proposed rule text and a draft enforcement protocol that
contains many of the CIWMB’s suggestions. SCAQMD will make additional
revisions to the proposed rule based on comments from the working group.
Another working group meeting is scheduled for August 24, with a public
consultation meeting scheduled for August 30. The public hearing for the
proposed rule scheduled for September 8, 2006 will be rescheduled for
October 2006.
- Disposal of Animal Mortalities and Decline in Rendering Capacity: The
Deputy Director reported that during the recent heat waves, over 23,000 head
of cattle and around 400,000 turkeys and chickens required immediate
disposal options. Depending on the county, some were allowed to be buried on
site, while some were sent to landfills for disposal. For landfill disposal, LEAs (or the Board acting as EA) processed emergency waivers of permit terms
and conditions in Stanislaus, Fresno, and San Joaquin Counties. CIWMB, LEAs,
California Department of Food and Agriculture (CDFA), and Regional Water Boards, have been in constant contact, including
issuing joint guidance with CDFA on preferred management options. CDFA and
CIWMB staff have been discussing potential alternative disposal options,
including composting. However, the composting of mammalian tissue is
currently prohibited by CIWMB regulations and there is a lack of scientific
data generated within California to support a rule change. CDFA and CIWMB
staff agreed to work cooperatively on identifying means of fostering such
research, including the possibility of revising CIWMB regulations to allow
for limited research projects.
- Permits: The Board approved five full solid waste facility permits,
three for new permits and two for revised permits. All five were placed on
the consent agenda.
- Site Cleanup Program (2136 Program): The Board approved one new grant
and four new Board-managed projects pursuant to the Solid Waste Disposal and Codisposal Site Cleanup Program (Program). The table below provides general
information on the projects.

Prioritization category A1 is a confirmed condition of pollution or
nuisance from solid waste based on comparison with state minimum standards
with significant residential, industrial, park, recreation, or
environmentally sensitive areas within 1,000 feet.

Compost Use by
Caltrans: Waste Prevention and Market Development
staff gave a very informative update on the efforts to increase the use of
compost by Caltrans. Caltrans has agreed to revise its compost
specifications and develop a Best Management Practices BMP) manual to increase
their use of compost in highway maintenance. This work is being conducted as
part of a cooperative effort among Caltrans, CIWMB, Association of Compost
Producers, and others. There will also be a series of workshops on the BMPs
for Caltrans and industry during August–October throughout the state.
- 9th LEA/CIWMB Conference: Board members congratulated LEAs and Board
staff on the huge success of the conference and partnership efforts. There
were over 300 attendees, more than in any previous years. This year there
was a full day of sessions for Waste Tire Grantees and from the feedback
received, it was a wonderful addition to the conference.

The next Board meeting will be on September 12, 2006 in San Rafael, City
Hall Council Chambers. The P&E Committee will meet on Monday, September 5 at
