January Board Meeting Summary

Permitting and Enforcement (P&E) Committee Meeting: January 9, 2006

Summary of the Board and P&E Committee Meetings on items of possible interest to LEAs:

  1. Former Assembly woman Pat Wiggins was sworn in at the January Board meeting. Board member Wiggins was appointed by Assembly Speaker Fabian Nunez and will serve as the Assembly representative, replacing former Assembly member Carl Washington. The newest Board member, Margo Reid-Brown will be on the Board for the February meeting. Governor Schwarzenegger announced her appointment to the Integrated Waste Management Board on January 11.   2. The Executive Director reported on some of the Board’s major accomplishments in 2005. A highlight of the accomplishments included piloting the recycling of 29 million tons of e-waste, the clean up of 1700 tons of solid waste and the recycling of 280 tons of metal from the cleanups. The CIWMB’s annual report for 2005 will be available on the web soon with the other annual reports.
  3. The Board concurred in two revised and one new full solid waste facility permits. More information on these permits is available in the agenda items.
  4. The Board approved the Scope of Work for a contract that will assess landfill gas monitoring wells to estimate the viability of existing landfill gas perimeter monitoring systems to detect lateral gas migration. This would provide data to assist the California Energy Commission in refining its greenhouse gas (GHG) emission models for landfills based on the viability determination.
  5. Upcoming events.
  • Landfill Postclosure Land Use Symposia: February 15-16 in Ontario and February 28-March 1 in Stockton
  • Landfill Gas Monitoring at Developed Sites: March 22-23 in Orange Co and April 11-12 in Alameda

The next Board meeting will be on February 14, 2006 in Sacramento. The P&E Committee will meet on Monday February 6, at 10 a.m. in Sacramento.
