March Board Meeting Summary

Summary of the Board and P&E Committee Meetings on items of possible interest to LEAs:

  1. The Board heard information on a global reuse company, Freecycle. Deron Beal, the founder, told the Board that he began the company in one small community over two years ago. Freecycle utilizes e-mail groups in various communities to facilitate the free exchange and reuse of goods that would otherwise be thrown out. It is estimated that about 200 tons per day are being diverted from landfills due to Freecycle’s reuse program. At this time, the Freecycle concept has since spread to over 60 countries, where there are thousands of local groups with more than 2 million members.
  2. No solid waste facility permits were before the Board this month.
  3. The P&E Committee heard an overview of the highly praised Solid Waste Clean Up Program (MS PowerPoint, 31 MB). More than 450 sites have been cleaned up and over 2,000 acres of land recovered.
  4. The P&E Committee was given an overview of the very effective Local Enforcement Agency Evaluation Program (MS PowerPoint, 344 KB). LEAs generate over 10,000 inspection reports a year for 865 active sites and approximately 1500 CIA sites. The third cycle of the LEA Evaluations began in May 2003 and concludes in May 2006.
  5. The Board approved on fiscal consent initial funding of $500,000 for SCS Engineers for an engineering services contract for landfill and disposal site remediations (MS Word, 68 KB) under the Solid Waste Disposal and Codisposal Site Cleanup Program. The contract is for a “not to exceed” amount of two million dollars ($2,000,000).
  6. The Board approved on fiscal consent the award of an environmental services contract (MS Word, 63 KB) for Northern California to A.J. Diani Construction Company, Inc., in support of the activities of the Solid Waste Disposal and Codisposal Site Cleanup Program. The total amount available is $1,500,000.
  7. The Board approved on fiscal consent the award of an environmental services contract (MS Word, 65 KB) for Southern California to Remedial Construction Services, L.P., in support of the activities of the Solid Waste Disposal and Codisposal Site Cleanup Program. The total amount available for encumbrance is $1,500,000.
  8. The Board approved on fiscal consent four grants totaling $151,312 (MS Word, 59 KB) for the third quarter of fiscal year 2005/2006 for the Farm and Ranch Solid Waste Cleanup and Abatement Grant Program.
