LEA Evaluation Program Update-Permitting and Compliance Committee

To: All LEAs

CIWMB staff will present its annual discussion of the LEA Evaluation Program at the May 7, 2007 Permitting and Compliance Meeting. The LEA Support Services Branch, Evaluations Section, will be updating the Board on the current status of the LEA evaluations completed through March 31, 2007. They will also discuss how Board staff works with LEAs and possible steps that staff may take to target LEA performance issues during the period between formal evaluations, and briefly discuss improving the evaluation process’ statutory framework.

This agenda item should be of interest to LEA programs as it covers several other Program-wide CIWMB business practice modifications including increased in-field assistance and training related to LEA performance, and discussion around LEAs who request assistance (self-report declining performance concerns) on their own. Further business practices up for discussion include varying the evaluation schedule and scope and using specific triggers to better assist LEAs in consistent enforcement of statutes, regulations, and solid waste facilities’ permit terms and conditions statewide. The item ties in with CIWMB’s efforts to meet the goals specified in Strategic Directive SD-8.
