Local Enforcement Agency Correspondence Public Meeting: Landfill Methane Emissions |

Date: September 28, 2007 To: All Local Enforcement Agencies On Wednesday, October 10, 2007, at 10:00 a.m., the California Air Resources Board (ARB) staff invites participation in a public consultation meeting to discuss ARB staff's draft regulatory concepts for controlling landfill methane emissions. On June 21, 2007, the ARB approved development of the Landfill Methane Control Measure as a discrete early action measure pursuant to the California Global Warming Solutions Act of 2006 (AB 32). During the development of the control measure, ARB staff will consider requiring the installation of gas collection and control systems at smaller landfills that are currently not required to install emission controls. Opportunities to increase landfill methane capture efficiencies will also be evaluated. At the workshop, ARB staff will present draft regulatory concepts for the Landfill Methane Control Measure. Specifically, ARB staff will discuss: applicability; requirements for landfill methane capture and control; monitoring, recordkeeping, and reporting requirements; and implementation and enforcement of the proposed control measure. ARB staff will also provide a brief overview of the regulatory development process and schedule. ARB requests your input on these draft concepts and throughout the development of this control measure. The workshop will be held at Cal/EPA headquarters on Wednesday, October 10, 2007, 10:00 a.m.–12:00 noon (Pacific Time) in the Byron Sher Auditorium (2nd floor). |
