Local Enforcement Agency Correspondence: Compliance Targeting Strategy Plan

This all-LEA e-mail was sent on behalf of the Waste Compliance and Mitigation Program (WCMP) of the California Integrated Waste Management Board.

Board staff have revised the proposed Compliance Targeting Strategy Plan (Plan) based on input from the September LEA Round Tables and Enforcement Advisory Council (EAC) meetings, the November California Conference of Directors of Environmental Health (CCDEH) Solid Waste Committee Meeting, written comments submitted to Board Staff, and other comments. At the request of LEAs the comment period was extended from September 26, 2007 to November 9, 2007.

The revised Plan will be discussed at the Board Meeting on December 11, 2007 as Agenda Item #9. The agenda item, revised Plan and summary of LEA comments are available on the Board's web site.

The agenda item and associated attachments discuss Board Staff’s response to Strategic Directive (SD) 4.1, 4.3, and 8.3 which directed staff to develop a Compliance Targeting Strategy related to ensuring compliance at active solid waste facilities. The strategy will provide staff direction on how to best focus resources where there is a need to provide assistance and oversight to LEAs carrying out their duties and to effectively monitor the compliance of solid waste facilities and operations to ensure they are operating effectively.

There were a number of the LEA comments related to the Board's Strategic Directives, which will be discussed at the December 11, 2007 Board Meeting under Agenda Item #17 (the update on Strategic Directives 4 and 8). Board Members have received copies of all written comments submitted and a summary of oral comments from LEA Round Tables, EAC and CCDEH meetings. Also comments were summarized in Attachment 3 of Agenda Item #9.
