Request for Participation in Review of Proposed Draft Compliance Strategy Plan

In February 2007, the California Integrated Waste Management Board (CIWMB) adopted strategic directives to support the protection and preservation of public health and safety, our resources, and our environment and the implementation of the Integrated Waste Management Act related to ensuring compliance with applicable State standards.

A number of the strategic directives are related to improved compliance, therefore CIWMB staff is beginning to review current enforcement processes and evaluate options for changes to meet the enhanced enforcement required by the strategic directives.

The Compliance Evaluation and Enforcement Division's goal is to meet the CIWMB strategic directives in a manner that supports and enhances the good work LEAs are already doing and to collaborate with LEAs to improve overall LEA and facility performance.

This paper (Adobe PDF, 105 KB | MS Word, 156 KB) gives some background and lays out the issues that we plan to investigate further. It also includes a proposed timeline for a more detailed evaluation of issues and current processes.

We are asking for LEA input and comments. We know you are all busy and appreciate any time you have to review this paper. Please focus your review on the following sections:

  • Proposed compliance strategy for enhanced enforcement efforts to meet strategic directives, page 6-12; and
  • Next steps, page 13.

Other questions to consider:

  • Are there additional strategies that the CIWMB should consider?
  • Are there concerns, issues or problems with the strategies proposed?
  • Are there factual errors?
  • Are there issues missing that should be evaluated or considered?
  • Should additional enforcement activities be included or deleted in the proposal?

We have already received some comments about combining some strategies and moving more information to attachments. Please provide your comments verbally at the August/September LEA Round Tables or the Enforcement Advisory Council Meeting (September 25, 2007), or submit comments via e-mail to CEED@calrecycle.ca.gov by Wednesday, September 26, 2007. The next version of the Compliance Strategy Plan will be available for the October 2007 Permitting and Compliance Meeting.
