In February and March of 2006, the CIWMB (now CalRecycle) sponsored this 2-day symposium on landfill postclosure land use. The discussion topics included legal issues, economic considerations, methane gas hazards, settlement, project design and approval requirements, liability analysis and public agency roles and responsibilities. Lessons from successful projects were also presented.

214 individuals attended the symposia which brought together engineers, developers, solid waste regulators, planners and other stakeholders to discuss the unique issues that are involved with building projects on or adjacent to closed landfills. Continuing education unit credits were offered through the Solid Waste Association of North America (SWANA).

One of the issues that was raised at the symposium is the applicability of the Polanco Redevelopment Act to solid waste disposal sites. If this issue is of interest to you, please review the discussion paper by board staff on why we believe the Polanco Act does not apply to actions taken by the LEA/CalRecycle at solid waste disposal sites.
