Class Overview

The California Department of Resources Recycling and Recovery (CalRecycle) offered nine two-day State Minimum Standards (SMS) training classes to LEAs, Board staff, site operators and other interested parties. These classes provided a forum to discuss and improve mutual understanding of solid waste issues.

On the first day, landfill standards were considered. Topics included: intermediate and daily cover, alternative daily cover, litter control, site maintenance, vector and bird control, grading of fill surfaces, drainage and erosion control, records, hazardous waste requirements, landfill gas requirements and training requirements.

On the morning of the second day, compost issues were discussed. Topics included leachate control, fire, vectors, sampling, odors, records, special occurrences logs, and odor impact minimization plans.

During the afternoon session of the second day, compliance at transfer stations and construction demolition and inert debris facilities were reviewed. Topics include: cleaning, litter control, maintenance program, dust control, load checking, vector control and storage time restrictions.


Four hundred and fifty attendees participated in the nine SMS training classes. Staff from 183 Local Enforcement Agencies (LEA), 178 operators, 56 Board staff, and 33 others stakeholders from throughout the state attended. The 450 attendees were offered continuing education credit from the Solid Waste Association of North America.


Staff from local Environmental Health programs and staff from CIWMB served as Instructors.
