This core training course challenged learners to delve deeper into the Full Solid Waste Facilities Permit Process by participating in team based activities to heighten awareness on problematic issues.

Class Overview

This one day, 6-hour class explored the nuance and complexities of the permit process using adult learning styles such as video, lecture and group exercises to engage participants. the first part of the class provided a review of the materials covered in the self-paced workbook which was a pre-requisite for classroom training.

The following topics were discussed:

  • Five-Year Permit Review
  • CEQA and the Solid Waste Permit Process
  • Tiering: One Permit vs. Multiple Permits
  • Five Approaches to Address Change in a Solid Waste Facility Permit
  • Full Solid Waste Permit Process

Class Goals

  • Review steps in the Full Solid Waste Permit Process
  • Build awareness of lead roles and responsibilities for LEAs and CalRecycle staff in the permit process review
  • Examine how the CEQA process impacts Solid Waste Facility permitting


A total of 67 participants attended this training throughout the state: 51 Local Enforcement Agency representatives, five Solid Waste Facility Operators and 11 CalRecycle staff.


This training was conducted by managers and other staff experts from CalRecycle’s Permit and Assistance Branch.
