Reporting

This section of your construction and demolition (C&D) diversion ordinance ensures that the project applicants will report their diversion to you in a uniform format. Most of the ordinances reviewed contained a reporting requirement in the form of a waste management plan (WMP), to be submitted upon completion of a construction or demolition project.

Having a reporting requirement built into your C&D diversion ordinance will allow you to track the C&D diversion occurring, and to identify the successes as well as the barriers contractors face when attempting to comply with the ordinance. If there is a requirement to report all C&D recycling efforts, contractors will have an incentive to document those efforts.

Specific reporting requirements may vary depending on how much detail a jurisdiction requires in a WMP. Usually, a WMP requires documentation on the types and amounts of materials generated at a construction or demolition site, and the amounts that were reused, recycled, or landfilled. The final completed WMP could contain actual waste tonnage data, supported by original or certified photocopies of receipts and weight tags or other records of measurement from recycling companies, deconstruction contractors, and/or landfill and disposal companies.

Ultimately, it is up to each jurisdiction to define their reporting requirements in such a way that supports the implementation of their C&D diversion ordinance and program.
