Alternative Daily Cover

The Office of Administrative Law  approved these regulations on February 3, 1998 and they became effective the same day. 

Description:  The regulations control the use of alternative daily cover (ADC) materials at solid waste landfills and the reporting of that use.

Affected Regulatory Code Sections:  Title 27, California Code of Regulations (CCR), Division 2, Subdivision 1, Chapter 3; Subchapter 4, Article 2, sections 20680 through 27000; and to amend Title 14, CCR, Division 7, Chapter 9, Article 9.2, sections 18808-18810, 18812 and 18813.

History:  The Board adopted the regulations at their July 23, 1997 meeting. On November 5, 1997 OAL approved all but the following six regulation subsections: 20690 (b) (2), (b) (5), (b) (6), (b) (7), (b) (9), and (b) (10).  After an additional 15-day comment period, the CIWMB re-adopted the six subsections on December 17, 1997.  On December 31, 1997 staff submitted the rulemaking file for the six subsections to OAL for approval.

The Office of Administrative Law  approved these regulations on February 3, 1998 and they became effective the same day.
