Description
Modification of the recycled-content newsprint regulations (14 CCR 17950-17974) to
implement a penalty structure for late filers and nonfilers, making specific the civil
penalty provision in Public Resources Code section 42791. The regulations
affect late and delinquent filers for the 1999 compliance year and forward.

The change was approved
by the Board at its February 23, 1999 meeting. Notice of a 45-day public
review and comment period was published in the August 6, 1999 issue of the California
Regulatory Notice Register. Comments were accepted until September 20, 1999. The
Board held a public hearing and adopted the proposed regulations at its September 21-22,
1999 meeting in Sacramento. The proposed regulations were approved by the Office of Administrative
Law (OAL) on December 29, 1999 and became effective January 21, 2000.
