Farm and Ranch Cleanup

The OAL approved the regulations on June 29, 2000. The effective date of the regulations is July 29, 2000.

Description:
These regulations provide a grant process that allows qualifying parties to obtain funding for needed cleanup of solid waste illegally disposed on farm and ranch properties.

History:
Board staff held public workshops in February and March 1998. On April 16, 1998, the Permitting and Enforcement Committee gave approval to begin the formal rulemaking process. 

The 45-day comment period for the proposed regulations began on October 9 and ended on November 21, 1998.  The Board held a public hearing during the Board meeting on December 16, 1998, in Sacramento. A 15-day comment period ran from December 23, 1998 to January 7, 1999. 

The Board adopted the proposed regulations at its January 21, 1999 meeting. The Office of Administrative Law (OAL) began a 30-working-day review of the rulemaking file on July 30, 1999.  

On September 13, 1999, the OAL delivered notice of its disapproval. Board staff revised the regulations in response to OAL's disapproval. The Board approved the revised text at its December 14, 1999, meeting. A second 15-day comment period ran from December 15 to December 30, 1999. The Board adopted the regulations at its January 2000 meeting. The OAL began its 30-working-day review on May 17, 2000 and approved the regulations on June 29, 2000. The effective date of the regulations is July 29, 2000.
