The Office of Administrative Law approved the regulations on February
25, 2003. The regulations are effective immediately.
Description
Revision of regulations concerning closure and postclosure maintenance in response to
the December 2000 Bureau of State Audits report on the Board.

Staff conducted public workshops on
November 28, 2001, in Diamond Bar, California and on November 30, 2001, in
Sacramento, California to solicit comments on draft regulatory text. At its February
19-20, 2002, meeting the Board directed staff to seek additional input
from stakeholders and return to the Board in April 2002.
At its April
8, 2002, meeting the Permitting and Enforcement Committee directed staff
to seek additional input from stakeholders and return to request direction to begin a 45-day comment
period.
On May
6, 2002, the Permitting and
Enforcement Committee directed staff to begin a 45-day comment period. The
comment period ran from July 19 through September 2, 2002.
The Board conducted a public
hearing on September 9, 2002.
At its November
12, 2002 meeting the Permitting and Enforcement Committee directed staff
to begin a 15-day public comment period for changes made to the proposed
text. The comment period ran from November 13 through November 27,
2002.
The Board adopted the regulations at its December
10, 2002 meeting.
The Office of Administrative Law approved the regulations on February
25, 2003. The regulations are effective immediately.
