Mammalian Tissue Composting
On April 24, 2008, the Office of Administrative Law (OAL) approved the regulations. The regulations became effective immediately.
Description
Amendments to existing composting regulations that would allow onsite composting of mammalian tissue when associated with research designed to obtain data on pathogen reduction, and amendments to existing emergency waiver standards that would authorize an Enforcement Agency to waive State minimum standards associated with a locally approved temporary composting activity.

Rulemaking History
At its April 19, 2007, meeting the Board adopted emergency regulations. The Office of Administrative Law approved emergency regulations on June 18, 2007; the emergency regulations are effective as of this date.
On April 9, 2007, the Board's Permitting and Compliance Committee directed staff to initiate a 45-day comment period for permanent regulations. A 45-day public comment period on proposed text ran from September 7 through October 22, 2007. Board staff held a formal public hearing on November 1, 2007, to provide the public an opportunity to comment in person. On December 3, 2007, the Permitting and Compliance Committee directed staff to initiate an additional comment period for changes made to the proposed text in response to comments received. The comment period ran from December 7 through December 28, 2007. The Board adopted the permanent regulations at its February 20, 2008, meeting.
