Used Oil


The Department of Resources Recycling and Recovery proposes to amend its used oil regulations to accomplish the following:

  • Incorporate program changes to accommodate the changes instituted by Senate Bill 546 in 2010
  • Streamline procedures for applications and incentive claims
  • Clarify existing procedures
  • Improve tracking and auditing procedures
  • Remove all references to electric utilities, which were removed from statute
  • Remove all references to block grants, which were removed from statute
  • Replace all references to “the Board” with “CalRecycle”
  • Remove all question and answer formatting

California Code of Regulations, Title 14, Division 7, Chapter 8, commencing with Section 18600.

Current Status and Documents

The Office of Administrative Law (OAL) approved the revisions to the Used Oil Regulations on May 8, 2017 and forwarded them to the California Secretary of State for publishing. The regulations will become operative on July 1, 2017.

Rulemaking History

  • March 23, 2017: CalRecycle's Director approved the adoption and delivery of the proposed regulations to the Office of Administrative Law for review and publishing.
  • July 11 to July 26, 2016: 15-day Comment Period
  • May 25, 2016: Public meeting held to review comments received during the public comment period and to receive additional comments.
  • March 25, 2016-May 25, 2016: The Initial Formal Comment period
  • March 15, 2016: CalRecycle initiated the formal rulemaking process
  • December 16, 2014: CalRecycle presented the Proposed Used Oil Regulations at the monthly public meeting and the Director subsequently approved them.
  • August 13, 2014: CalRecycle held an Informal Public Workshop and received comments on draft informal regulatory text from stakeholders.
  • May 27, 2014: CalRecycle held an Informal Public Workshop and received comments on draft regulatory concepts from stakeholders.
