It’s that time of year again and the Form 303 reporting season is quickly approaching.  Starting Monday, August 1st, you will be able to enter the amount of material collected and disposed during FY 2015/2016.


What’s New for this Year: The biggest changes this year are the increased rights for Secondary Contacts and a simplified submittal process. Other than that, there are no material reporting changes, but the instructions have been updated with examples and better descriptions of the material types.


Increased Rights for Secondary Contacts: Based on past practices we were finding that:
1. Users assigned to HHW’s “Secondary Contact” role often were performing most/all of the HHW Reporting data entry, and,
2. Users in the HHW “Program Manager” or “Primary Contact” often did not interact with the system at all except to perform a perfunctory submittal of the Secondary Contact’s work, and, considerable
3. CalRecycle administrative time/effort was spent adding these program managers/contacts into the system for these perfunctory submittals. Consequently, the security permissions were changed to allow Secondary Contacts to have the same rights as Program Managers and Primary Contacts, including the ability to submit the report on behalf of the reporting agency. The only right Secondary Contacts don’t have is to add or edit Primary Contacts.


Simplified Submittal Process: The increased rights for Secondary Contacts will considerably simplify the submittal process. An email is now being sent to ALL reporting agency contacts when a report for the Reporting Agency is submitted by any contact. This will ensure the agency’s Primary Contact and Program Manager are aware the submittal has occurred and if errors are noted there is then an opportunity to correct them.


Simplified WebPass Management for Reporting Agency Users: When a contact is added to a Reporting Agency, they will automatically be sent a WebPass invitation to establish a username/password to access the HHW Reporting site (users who already have a WebPass receive a confirmation rather than an invitation). The new contact’s permissions will be based on their contact type.


Older Internet Explorer Versions Not Supported: CalRecycle can no longer support or allowing older versions of Internet Explorer that Microsoft no longer supports. If users of Internet Explorer 8 or less attempt to access the HHW site, they will not be able to proceed until they upgrade or user a different, more current browser software.


What you can do now
Update contact information and ensure that email addresses and phone numbers are accurate. Delete contacts that no longer work on Form 303 reporting, and add any new employees as appropriate. Access the online system here (or if you’re not yet setup, see Form 303 Basics below):

Why Is This Required?
California state law (PRC §§47203; HSC §25218.10) mandates the Department of Resources Recycling and Recovery (CalRecycle) and Department of Toxic Substances Control work jointly in maintaining a database of all household hazardous waste collection events, facilities, and programs within the state and make that information available to the public upon request. California regulations (CCR, Title 14, Division 7, Chapter 9, §18751.2) mandate that each public agency responsible for household hazardous waste (HHW) management shall ensure the amount of material (in pounds) collected through their program during the preceding reporting period (July 1 through June 30) is reported to CalRecycle by October 1 each year. Additionally, the Form 303 is specifically intended to fulfill the countywide integrated waste management plan, HHW element reporting requirements (CCR Title 14, Division 7, Chapter 9, §18751.1).
