ADC Policy Working Group

The purpose of the ADC Policy Working Group is to develop options to reduce green material ADC, including potential statutory changes, regarding the policy ideas identified at the March 11, 2008, Strategic Policy Development Committee. The ADC Policy Working Group Charter identifies members and describes the aims of the working group.

Background

ADC refers to the use of specified materials as daily cover at landfills, in place of soil. The use of ADC at solid waste landfills, especially green material that could otherwise be used as compost feedstock, has been subject to significant debate and controversy since the development of related Board policies in the early 1990s and the passage of legislation in 1996 clarifying that ADC is considered beneficial reuse and is not to be counted as disposal.

An “Organics Summit” was held on October 10, 2007, in order for stakeholders, staff, and Board members, to discuss and frame options for how to best focus efforts to meet Strategic Directive 6.1, which requires a 50 percent reduction of organics in the waste stream by 2020. The Organics Policy Roadmap and Schedule was presented as discussion item 15 at the December 11, 2007, Board meeting. The Board directed staff to implement the proposed Organics Policy Roadmap and Schedule, including development of a policy item on ADC for the March 18, 2008, Board meeting:

At its March 2008 meeting, the Board directed staff to form an ADC Policy Working Group to develop options for reducing green material ADC.
