Recycling Market Development Zone

Northeastern California

The Northeastern California Recycling Market Development Zone (RMDZ) encompasses the northeastern corner of California. The three entire counties of Lassen, Modoc, and Plumas, with their respective cities of Susanville, Alturas, and Portola, comprise the zone. North-south Highway 395 traverses the region, connecting the zone with Klamath Falls, Oregon to the north and Reno, Nevada to the southeast. Several east-west routes connect the region with the Interstate 5 corridor to the west and points east.

Incentives

Business incentives vary within the six jurisdictions. The Lassen County Economic Development manager is the liaison for zone incentives, including site and permit assistance, a development fee payment plan, capital improvements, employee and employment programs, industrial land inventory, feedstock assistance, buy-recycle policy for public projects, and finance packaging assistance.

Target Materials

The zone is targeting paper, yard and wood waste, plastics, glass, and ash.

Infrastructure

The six jurisdictions plan on spending approximately $112 million by the year 2005 on capital improvements related to industrial development. Included is a regional materials recovery facility (MRF) to enhance the current recycling activities. Thousands of industrial-zoned acres are available, along with developed business parks and commercial centers.
