Recycling Market Development Zone
The Oroville Recycling Market Development Zone (RMDZ) is located in California’s northeast region. The Oroville RMDZ includes the city’s improved Airport Business Park to the west of Highway 70, the large parcels of industrial zoned land in Industrial Units 1, 2, 3, and 4 and the down area and a portion of Butte County south of the city. The privately owned Hwy. 70 Green Business Park south and west of Oroville is in the county portion of the RMDZ.
The incentives available to businesses locating within the zone may include inclusion in the city’s Enterprise Zone; expedited permit processing; assistance in employee recruiting and training costs; a variety of financing packages such as USDA and SBA loan guarantees, Community Development Block Grant loans; tax-exempt Industrial Revenue Bonds, Historically Underutilized Business Zone (HUB Zone). The Pacific Gas and Electric Company may provide a special incentive rate to companies locating within the zone. The City operates a first-time home buyer program that has been beneficial to employees of businesses moving into or expanding in the zone.
Target materials include the following: paper (corrugated containers, newsprint, and mixed paper), plastic (HDPE, LDPE, PET, and film), aluminum cans and wood.
Transportation routes in the zone include Highways 70, 99 and 162. Highway 162 is a direct link to I-5. The zone can meet the needs of manufactures or processors requiring large amounts of quality water. The Oroville Airport has a newly remodeled FBO that supports business and general aviation needs with fuel and repair services.
